Then select the user’s name in Name box for whom you want to change permissions. After this step, choose the role for this user from Role box. You have set the roles for all the users, then Click 'Ok' on Properties page.
Use Permissions tab in Options
You can set or change the permissions of Outlook user’s folder by the permission tab in Options. For that, Choose Tools from Outlook menu and navigate to the Options, then select 'Delegates' Tab. You can set following permissions for the users associated with Outlook 2003, that are None- No operations, Reviewer-read the items, Author-Read and create the items, Editor - read, create and modify the folder items. After setting the permission via Delegate tab, click 'Ok' to finish the process.
