Create a new e-mail profile
At first, type Control in the Open box, and then click 'OK' after clicking 'Run' from the start menu. Based on the version of Windows Operating System running on your PC, you shall do the rest. If you are in Category View, you may click 'User Accounts', and then click 'Mail'. As Mail Set-up dialog box opens click 'Show Profiles' and choose 'Add' to start New Profile wizard. In the Profile Name box, type Test, and then hit 'OK' in order to name the new e-mail profile. Then select manually configure server settings check box and choose 'Next'. After choosing e-mail service page, you have to click 'Internet e-mail' and then 'Next'. Subsequently, fill in the boxes in its dialog box and confirm that Account Type setting is set to POP3. You have to then enter the information from your ISP or from your e-mail administrator in the Incoming mail server box and in the Outgoing mail server (SMTP) box followed by Next. Then track the prompts to finish setting up your account, and then hit 'Finish'.
Set TCP/IP as the default protocol
In case creating a new profile did not resolve your trouble, it might be because TCP/IP might not be set as your default Internet protocol. Then type 'ncpa.cpl' after clicking 'Run' from the start menu and then press 'Enter' to open Network Connections Windows. Right-click on 'Connection to the Internet' and then choose 'Properties'. On the General tab, confirm that the Internet Protocol (TCP/IP) check box is chosen. If not, click to select Internet Protocol (TCP/IP) check box and hit 'OK' followed by Yes if you are prompted to restart your PC.
For Microsoft Outlook 2007 while using your ISP’s SMTP, an additional step of disabling authentication is required. Then under Tools choose 'Account Settings' followed by Account (Double clicking on each e-mail account). Then select 'More Settings' and then click 'Outgoing Server' tab so as to uncheck 'My outgoing server (SMTP) requires authentication'.
