Open the Group Policy Application

Through the ‘User Configuration’ option, access the ‘Administrative Templates’ folder and search for the ‘System’ folder, which is located in the ‘Administrative Templates’ folder. After this, left-click twice on the ‘System’ folder.
Disable the Microsoft Outlook® Express® Application
The final step is to disable the Outlook ® Express application from your account. For this, place a search through the ‘System’ folder for the description, ‘Run only specified Windows application’, and when you have found it, click it twice. From here, get to the ‘Outlook® Express’ application and then click to disable it. Finally, close all the windows that you had accessed on your computer and then restart the computer. This will successfully remove Microsoft® Outlook® Group Policy from your computer.
