These types of errors would be due to Internet connection problems or unavailability of email server, wrong entries of addresses, damaged email item on POP3 server etc and the incorrect configuration of AV software.

Check for Internet connection
You have to make sure that you are connected to the Internet. So firstly open the Internet Explorer and then type the address of a website. If there is no connection, you would get network connection error. Then run the Network Diagnostic tool by clicking the option 'Diagnose Connection Problems'. It would give the cause of the issue and try to solve that. If that does not give any result, you have to make sure that all the connections required to deliver the Internet are proper. Check for modem, router, connection of cables etc. If it is solved, you could send mail.
Start Outlook in safe mode
You need to start the Outlook in safe mode. In order to do so, you have to click 'Start' and go to 'Run'. In that, you have to type 'outlook.exe /safe' and press 'Enter'. In safe mode there would be customization of toolbar, add-ins or the preview pane. This would also show any of the damaged add-in or third party software. Then you can try to send the mail as the problem would be solved.
You need to verify that any of the SMTP address which is present in the distribution list is not incorrect. If there is such issue you would get the 0x8004210b error. After correcting that mistake in the address, you need to try sending the mail. You could do so without any issue. If you could not identify the error in address, try to send mail individually and could find the damaged address.
